- The Industry and Trade Ministry said for the first time that damaged marketplace warehouses will not be rebuilt exactly as they were. Deputy minister Roman Chekushov said on 9 September that talking about 100% restoration of the previous logistics centres is premature, logistics is being reconfigured, and flows are being routed through partners' small sorting centres; the government and platforms will assess the need for rebuilding before year-end.
- The rouble strengthened across the board on 9 September. From 10 September the central bank cut the official dollar rate by RUB 1.0136 to 85.4594 and the yuan by 14.69 kopecks to 12.7373; on the exchange CNY/RUB fell to a roughly two-week low near 12.66.
- On 10 September Putin will hold a government meeting whose main topic is using the Honest Sign (Chestny Znak) marking system to whiten the economy. Political attention to marking is rising, and the risk for goods without codes is growing both on platforms and at customs.
- Apple unveiled the iPhone 18 and its first foldable, iPhone Duo, on the evening of 9 September; Yandex Market, Ozon Select and Wildberries opened pre-orders, with price gaps between platforms exceeding 2x for the same model. At the same time M.Video-Eldorado dropped out of Russia's top ten retailers, as electronics shelves keep migrating from chains to marketplaces.
Platforms
Roman Chekushov, state secretary and deputy head of the Ministry of Industry and Trade, told TASS at the Eastern Economic Forum on 9 September that it is premature to speak of a 100% restoration of exactly the same logistics centres that were hit, since logistics is currently being reconfigured. Marketplaces are still tallying the damage, and flows are being rerouted through partners' small sorting centres; the authorities and companies will assess by year-end whether the warehouses need rebuilding and what role the state should play. What it means for Chinese sellers: do not count on damaged warehouses coming back as they were any time soon — spread stock across unaffected FBS nodes and partner sorting centres, and recalculate delivery radius, replenishment rhythm and ad geography assuming a lasting reconfiguration of the warehouse network.
After Apple unveiled the iPhone 18 line and its first foldable, iPhone Duo, on 9 September, Yandex Market announced pre-orders from 10 September with delivery after 26 September: iPhone 18 Pro from RUB 147,000, Pro Max from RUB 157,000, foldable Duo from RUB 245,000. MTS lists Duo from RUB 299,900 and the 2TB version from RUB 489,900. Ozon Select quotes iPhone 18 Pro at RUB 199,900-399,900 and Pro Max from RUB 219,900. Wildberries also opened pre-orders, showing estimated delivery times on product cards. What it means for Chinese sellers: the pre-order window is the peak traffic moment for electronics, but the handset price band is set by the platforms' own and authorised channels, so third-party sellers cannot profitably match it; accessories, protection and peripherals, plus the secondary-market tail after pre-orders close, are the realistic entry points.
Logistics & Customs
Russian Transport Minister Andrey Nikitin told reporters on 9 September after the Russia-Vietnam summit that the live item on the transport agenda is organising a regular direct rail service from Vietnam to Russia through China. A subsidiary of Vietnam Railways and FESCO already run the FESCO Vietnam Shuttle from Vietnam to Moscow via China and Mongolia; the goal is to speed it up and make it regular. What it means for Chinese sellers: transit corridors from third countries into Russia via China are multiplying; if the service becomes regular, consolidated cargo from southern and eastern China could connect to the Russian leg, adding an alternative to sea freight. But for Chinese sellers Vietnamese volumes are competition rather than opportunity, and the cost structure of the main corridors will not change in the near term.
According to China's General Administration of Customs as analysed by Kommersant: in August China's overall exports rose 25% y/y to $401.4bn and imports 28.2% to $282.4bn. Among major partners, Russia posted the fastest growth — Chinese exports to Russia reached $11.9bn vs about $8.6bn a year earlier, imports from Russia rose 47% to $13.75bn, and bilateral turnover was about $25.6bn, up 43% y/y, with Russia running a surplus of roughly $1.85bn. Chinese machinery and electrical exports rose 32.8% to $262.3bn and semiconductor exports jumped 2.2x to $40.7bn. What it means for Chinese sellers: shipments to Russia are still expanding fast, which means Chinese competitors in the same niches are accelerating — the product-selection window is narrowing and price wars will start earlier than expected; the widening Russian surplus also warrants watching for friction in yuan settlement.
Policy & Compliance
The Kremlin announced on 9 September that Vladimir Putin will hold a video-conference meeting with government members on 10 September, with the use of the Honest Sign (Chestny Znak) marking system to whiten the economy as the main topic. Deputy Prime Minister and chief of staff Dmitry Grigorenko, head of the alcohol and tobacco regulator Igor Aleshin and consumer watchdog chief Anna Popova will report. The system covers 51 product groups including medicines, dairy, drinking water, children's goods and household chemicals; officials say the share of illegal circulation has fallen from 26% to 9% and the budget has gained RUB 1.7trn in extra revenue. What it means for Chinese sellers: marking has risen to the level of a presidential meeting, so expect broader enforcement, stricter platform verification and cross-agency data sharing; the risk for goods without codes or with borrowed codes rises both at listing on Ozon and Wildberries and at customs — secure codes and documentation early for covered categories.
Deputy Economic Development Minister Alexey Khersontsev said at a Federation Council meeting that in January-June 2026 the total number of business inspections fell 3.4% y/y to 142,200 while their effectiveness (share that found violations) rose 4pp to 68.1%. In 2025 inspections fell 6.9% to 290,400 with effectiveness at 63.3%. Since 1 January 2025 Russia has fully moved to risk-based oversight: scheduled inspections remain only for extremely high and high-risk objects, with mandatory preventive visits for the rest. Prosecutor General Alexander Gutsan at the EEF called for assessing the link between the lighter burden and rising economic-crime damages (RUB 126bn to 328bn in H1); the RSPP and experts questioned the correlation. What it means for Chinese sellers: fewer inspections but higher precision, so hoping to stay under the radar no longer works; marking, certification, import paperwork and tax records must be ready for spot checks, especially in categories flagged by risk indicators.

M.Video data shows that in January-September 2026 Russia sold about 700,000 iPhones worth RUB 61bn: 4.9% of the smartphone market by units and 30% by value (vs 3.7% and 27% a year earlier). The total smartphone market was 14.4mn units worth RUB 370bn, down 11% in units and 5.9% in value, with a median price of RUB 22,304, 4% lower y/y (Platforma OFD data). Strategy Partners puts Samsung second at 22.2% by value, Xiaomi around 14% and Tecno at 7%, while budget Chinese brands Xiaomi, Redmi, POCO and Tecno dominate units. After the iPhone 17 launch Russian resellers saw pre-orders rise 66%. What it means for Chinese sellers: the market is shrinking and getting cheaper, with Chinese brands strong on units but weak on value — budget models, accessories and peripherals are the realistic entry, while preparing for traffic reallocation around new iPhone launches and their accessories.
The Stavropol Krai arbitration court, at the request of the Arnest group, seized the property of OOO Beiersdorf, the Russian subsidiary of Germany's Beiersdorf (Nivea). Interim measures took effect on 7 August and the case is heard behind closed doors. The seized assets include a large logistics complex in Pavlovskaya Sloboda in the Moscow region; Beiersdorf has filed claims with the Moscow and Moscow Region arbitration courts to lift the seizure. Arnest is one of Russia's largest perfume, cosmetics and household chemicals producers and previously consolidated the local assets of departed Unilever and Oriflame; it declined to comment. What it means for Chinese sellers: litigation over international beauty brands' Russian assets continues, and if warehouse logistics is restricted, both online and offline supply could be disrupted — a window for Chinese personal-care, home-care and fragrance brands on marketplaces. It is also a reminder to check the asset and litigation status of Russian partners before contract manufacturing.
Cross-border & Payments
On 9 September the yuan on the Moscow Exchange stood at RUB 12.665 at 19:00, 9.15 kopecks below the previous close, dipping to around 12.66 — a roughly two-week low. That evening November Brent futures rose 3.44% to $101.28/bbl and WTI 3.67% to $96.43, with the Middle East escalation and higher oil the main drivers of rouble strength. BKS Mir Investments analyst Dmitry Babin notes significant support at 12.65-12.69 and a possible rebound. What it means for Chinese sellers: a stronger rouble means the same rouble revenue converts into more yuan, improving margins in the short term and giving room to cut rouble prices on Chinese goods; but the range has widened to nearly 1%, so pricing and hedging should be built on a band rather than a single rate.
The Bank of Russia cut its official dollar rate for 10 September by RUB 1.0136 to 85.4594, the euro by RUB 1.2464 to 99.2525 and the yuan by 14.69 kopecks to 12.7373. Separately, since 8 June the official euro-ruble rate is no longer derived from domestic euro/ruble transactions (turnover is too thin to be representative) but from the dollar-ruble rate multiplied by the ECB's euro-dollar rate at 15:30 Moscow time. What it means for Chinese sellers: the central bank's official rates are the basis for Russian customs duties, declarations and some platform settlements, so a lower official yuan rate changes the ruble cost of imported goods; margin and pricing models should be recalculated on this new set rather than last week's.
Data & Market
Infoline-Analytics research shows the merged M.Video-Eldorado dropped out of Russia's ten largest retailers by Q2 2026 results (10th in Q1, 9th in 2025). The direct cause is a 40% y/y revenue decline in April-July to RUB 47bn. Because the business model shifted to a marketplace, it was additionally assessed by GMV excluding VAT, placing it 12th among retail chains and 15th if Wildberries, Ozon and Yandex Market are included. What it means for Chinese sellers: the collapse of a classic electronics chain's revenue coincides with a record inflow of new sellers to M.Video, showing the 3C category in Russia is finally moving from chain shelves to marketplace shelves. Sellers already listed on the three platforms can pick up the vacated share, but must accept tougher price competition than in retail chains.
Russian inflation was 0.05% between 1 and 7 September, with the annual rate slowing to 6.29%. Petrol rose 0.58% and diesel 0.04% over the same period, cucumbers 0.5%, and egg price growth accelerated sharply (the agriculture ministry attributes this to a correction after a long decline). Meanwhile both Interfax and Vedomosti polls show a consensus that the central bank will hold the key rate at 14% on 11 September. What it means for Chinese sellers: inflation is cooling but the key rate stays high, so instalment and credit costs for Russian shoppers remain steep and conversion in expensive non-essential categories stays under pressure; plan promotions and average ticket on the assumption of a prolonged high rate rather than betting on a post-cut consumption rebound.
