Government adds 70+ transport infrastructure projects to territorial plan, including Sheremetyevo, Kazan and Orenburg airport upgrades

Prime Minister Mikhail Mishustin signed a decree on 5 September expanding the territorial planning scheme for transport and roads, adding more than 70 new transport infrastructure facilities: reconstruction of Kazan international airport, Sheremetyevo in the Moscow region, Ekimchan in the Amur region, Khatanga and Dikson in Krasnoyarsk Krai and Ugolny in Anadyr; plus construction of the Arkhyz airport complex in Karachay-Cherkessia, a terminal complex at Orenburg airport and the Zyryanka airport in Yakutia. The government said territorial planning schemes exist to create the legal basis for reserving land, reclassifying it and preparing construction and reconstruction documentation. What it means for Chinese sellers: this is land reservation and paperwork, not groundbreaking — air freight and sorting capacity will not change in September or Q4; the two sites worth noting are Ekimchan in the Amur region (Far East corridor toward China) and Orenburg (close to Central Asia routes into Russia).

Putin: Russia will keep building out a modern logistics space in the Arctic and Far East

Speaking by video link at the Vostok Oil commissioning ceremony on 5 September, Vladimir Putin said the state will continue to systematically and consistently build a modern, convenient logistics space in the Arctic and Far Eastern regions, calling improvement of Arctic cities and liveable conditions there — including through master plans — an unconditional priority, and saying these programmes will also support integrated development of Arctic territories. [Update] RSPP proposes adding terrorist threat to insurable risks, says no insurer will readily underwrite Ozon and Wildberries warehouses

RSPP president Alexander Shokhin proposed on 5 September that terrorist threat be formally recognised as an insurable risk, saying plainly that not every insurance company will underwrite Ozon or Wildberries warehouses, so a reinsurance mechanism is needed — and Russia's only reinsurer, the central-bank-controlled Russian National Reinsurance Company, must be recapitalised because it cannot carry such risks on market terms. He also proposed changing the regulatory framework for drone protection to let private security firms operate interceptor drones with warheads. On 7 August Wildberries had already added drone strikes to its voluntary order insurance (rates rose to 1.96-5.6%), but that policy does not cover inventory sitting in a warehouse before an order is placed. What it means for Chinese sellers: there is still no institutional insurance you can buy for warehouse inventory, only voluntary platform compensation, so spreading stock across several warehouses (never keeping an entire batch in one high-risk hub) and preserving inventory records remain the only workable tools; if this proposal advances, a product covering storage itself may eventually appear.

AKORT pours cold water on a Zara comeback: trademark filing is IP protection, return talk premature

Responding to speculation triggered by Zara's new Russian trademark registration in August, Stanislav Bogdanov, chairman of the omnichannel retail association AKORT, told TASS on 5 September that registering a trademark is standard IP protection used by international companies regardless of whether they operate in a given market, and that talk of a return is premature. He said new brands have emerged and grown on the Russian fashion market in recent years, calling it dynamic and competitive. Context: Inditex suspended all its Russian stores in March 2022 and sold the Russian business outright in April 2023, with its CEO saying in 2025 that conditions for a return do not yet exist. Overall the industrial production index rose just 0.1% over January-July 2026, i.e. close to zero growth. What it means for Chinese sellers: refining and woodworking are the two most contracting segments of Russian domestic supply, opening room in adjacent niches — everyday plastic and rubber goods, panel-based and wooden home products, simple building hardware. Conversely, expanding machine building means power tools, small machinery and household outdoor equipment will face stronger local-substitution competition, so do not bet growth on lines that collide head-on with Russian assembly capacity.

Siluanov: Russia and the US have financial points of contact, but Washington tied progress to a ceasefire

Finance Minister Anton Siluanov told TASS on 5 September about his first meeting with US Treasury Secretary Scott Bessent on the sidelines of the G20 finance ministers' meeting in Asheville on 31 August - 1 September: we tried to find points of contact on financial issues; they exist and need to be discussed, he said, while stressing that geopolitical tension persists. Russian envoy to India: dollar's share of global reserves is falling slowly but steadily; BRICS local-currency settlement already in use

Russia's ambassador to India, Denis Alipov, told DD India that the dollar's share of global FX reserves is shrinking slowly but steadily, blaming the US itself for turning the currency into a weapon. He said BRICS members are discussing ways to trade without the dollar, the most obvious being settlement in national currencies, which is already happening — driven not by rejection of the dollar but by US restrictions on a growing number of countries, including BRICS members. RSPP chief expects the CBR to at best hold its 14% key rate on 11 September, with a hike possible

RSPP chief Alexander Shokhin said that at the Bank of Russia board meeting on 11 September the best-case scenario for business is the key rate staying at 14%, with tightening also possible; he does not expect even a 25bp cut. The current 14% was set on 24 July, when the regulator cut by 25bp and explained the slower pace by faster price growth and higher inflation expectations. For contrast, Sberbank's German Gref has forecast a fall to 13-13.5% by end-2026 and 11-11.5% by end-2027. What it means for Chinese sellers: with high rates persisting, the cost of Russian consumer credit and of sellers' working capital will not fall soon; plan Q4 peak-season stocking on conservative cash turnover and weak demand elasticity rather than assuming demand returns once rates are cut.
